Some flexible authority should be given to Focal Person to deal with and resolve any upcoming issue with a disruptive member. The Focal Person may need to take some difficult decisions, like temporary suspension of member/s, but a certain number of people should be involved in this difficult decision
Members should be encouraged in voicing their concerns about a disruptive matter
Exclusion Criteria for Focal Group
When a Focal Group
a) Remains inactive for a year, NWG should decide its fate i.e. whether it is a valid Focal Group or not
b) Publicly criticizes PRHN, NWG may declare the group invalid
c) Does not come to a Major Activity (without valid reason), the Focal Group will become invalid. Focal
Group will be invited to the to the NWG meeting where the case will be decided by NWG
It was suggested that for a group to be valid it must conduct its meetings at the minimum and be a member of the NWG
Exclusion Criteria for Focal Person
When a Focal Person does not call a meeting for 6 months, then
a) Any member in consultation with two other members, can call a meeting and decide the fate of the Focal person
b) Focal person may hand over the responsibility to another person
Exclusion Criteria for Members (Individual / Organization)
When a person does not come to meetings, then
a) If two consecutive meetings are missed, means expulsion (when the person does not inform)
b) Person who has lost the membership may reapply and the Focal Group will decide on his/her entry
Difficult Behavior of a Member
In case of difficult behaviour by a member, the Focal Person could suspend the member for one meeting and in that particular meeting the group decides about the future of that member
When a member organization
a) Keeps changing their representative in the network activities. Focal Group will have to deal with the situation
b) The rules that apply to the members are applicable to the organizations also
Exclusion Criteria for NWG
a) During NWG meeting is disruptive
b) NWG may request the Focal Group to change its representative
